《保险研究》20200503-《我国保险业营商环境评价体系构建——基于江苏省的应用分析》（南京大学课题组）

［摘   要］保险业的高质量发展离不开良好的营商环境。基于此,课题组以江苏省保险业为研究样本,致力于构建评价我国保险业营商环境的指标体系。借鉴相关研究成果,并经过反复论证,该指标体系包含了8个二级指标维度,即政策维度、法治维度、诚信维度、投资/经营维度、人才维度、税费维度、认知维度和舆情维度,以及相对应的32个三级指标。通过相关指数编制方法与客观赋权法相结合,采用大样本的调查问卷,课题组测算出了江苏省及其13个地级市的保险业综合营商环境指数和8个二级维度指数得分。

The Construction of Business Environment Evaluation System of Insurance Industry in China—Based on an Applied Analysis of Jiangsu Province

Abstract：The high quality development of the insurance industry is inseparable from a good business environment. Based on this,the research group of Nanjing University takes the insurance industry of Jiangsu Province as the research sample,and is committed to building an index system to evaluate the business environment of the insurance industry in China. Referring to relevant research results,and through repeated demonstration of experts and practitioners,the indicator system includes eight secondary indicator dimensions,namely,policy dimension,rule of law dimension,integrity dimension,investment / operation dimension,talent dimension,tax dimension,cognitive dimension and public opinion dimension,as well as 32 corresponding tertiary indicators. Through the combination of the relevant index compilation method and the objective weighting method,and using a large sample of questionnaires,the research group calculated the comprehensive business environment indicator and eight secondary dimension indicator scores of the insurance industry in Jiangsu Province and 13 prefecture-level cities.
