[摘   要]商业保险不仅能增强家庭风险抵抗能力,还具有社会稳定器的功能,而数字鸿沟的负面影响可能影响居民家庭的商业保险参与决策。本文基于中国家庭金融调查(CHFS)2017年和2019年的数据探讨了数字鸿沟与家庭商业保险决策间的关联,实证结果表明:数字鸿沟显著降低了家庭商业保险参与广度与深度,优势分析法结果表明,使用型数字鸿沟的影响重要性大于接入型数字鸿沟,且这种负向影响在低收入水平、高背景风险水平以及低风险感知水平的群体中更大。区域层面,在数字化基础设施建设、保险服务可得性与地区社会保障投入水平低的区域,负向影响更为突出。机制分析结果表明,数字鸿沟通过增大流动性约束、阻碍居民金融素养的提升及抑制社会资本积累等渠道影响家庭商业保险参与。扩展研究发现,数字鸿沟对居民家庭商业保险断保有正向效应,在财务脆弱性较高的群体中影响更为显著,进一步印证了数字鸿沟对家庭商业保险决策的抑制效应。

The Digital Divide and Household Commercial Insurance Decision

Abstract:Abstract:Commercial insurance can not only enhance family risk resistance,but also has the function of social stabilizer.However,the negative impacts of digital divide may affect the decision-making of families to participate in commercial insurance.This study discusses the relationship between the digital divide and family commercial insurance decisions based on the data of China Household Finance Survey(CHFSS)in 2017 and 2019.The empirical results show that the digital divide significantly reduces the breadth and depth of household commercial insurance participation,and the results of the advantage analysis show that the impact of the use digital divide is more important than the access digital divide.This negative impact is greater in groups with low income,high background risk and low risk perception.At the regional level,the negative impact is more prominent in areas with low level of digital infrastructure construction,availability of insurance services and regional social security investment.The results of mechanism analysis show that the digital divide can affect family commercial insurance participation by increasing liquidity constraints,hindering the improvement of residents’ financial literacy and restraining the accumulation of social capital.The expansion study finds that the digital divide has a positive effect on the interruption of household commercial insurance,and the impact is more significant in groups with high financial vulnerability,which further confirms the inhibitory effect of the digital divide on household commercial insurance decision-making.
